Unable to upload RAW photos to iCloud (directly from HDMI)

The "new" Photos app is very frustrating. How do I upload RAW data files to iCloud, which has become my only storage/backup for photos?

Note that in order to reduce bulk during travel, my primary i-device would be my iPad Pro, or iPhone X. Is there an easier process? Thanks!

RAW and JPEG management in Apple Photos I currently import RAW images from my camera to Lightroom, process them and import the JPEG to Apple Photos. I can do all the needed processing in the Photos app but this means the RAW files are taking space in iCloud. I want to import the RAW files directly to Photos from my camera and keep them only on my Mac. then upload only the processed JPEG files to iCloud - all without Lightroom. Is there a way to do this? Thank you!
