I just switched from an android device and was dismayed to see that any number my phone doesn’t recognize shows up as an unknown caller but doesn’t also show me the number that is calling.
My carrier said this is a new “feature” in IOS. How can I see both unknown caller and the phone number that is calling me?

It sounds like you are seeing "Unknown Caller" instead of a phone number for calls that are unrecognized by your iPhone.
If this is affecting a few people who are in your Contacts, verify that they haven't disabled Caller ID on their device.

I have done all of these and none help. My carrier said this is an apple setting that can’t be turned off and I found that to be a stupid development decision.
If I have to trade calls with someone for a week, I’m not adding them to my contacts but I’d also like to be able to differentiate their number from the 10 spam calls from unknown numbers I’m getting the same week.
