Well, when I order anything from anyone using a credit card number, I am always asked for the CVC - they need that to charge the card. So, they need to ask.
As to whether it is saved or not - depends on what I agreed to. Except for the Apple site, I do not allow anyone to store my financial info to be safe. So, I need to fill in the CC number, CVC, date, etc. every time.
They are not supposed too. It's kind of like a pin. They can store you number and you supply the number every time you use the card.
If they don't asked for the number the second time you use the card with them that should give you a hint.

A CVC is a Card Verification Value. Every time you make a purchase online or by phone you are asked for this number. If you don't provide it you can't make the purchase. As to wjether or not it is "save" I guess it is up to the retailer whether or not they save it. I don't know what good it would do them to save it.
