Recover old icloud
I have the correct email and password but it says my only option is to send the verification to the phone/phone number that I no longer have.
How do I gain access to my account without the phone or phone number?

If account is set up with 2FA and you have removed the trusted number it could be landline number or a mobile number at least one trusted number is essentially to be added without it the account will never be accessed from the web browser , however the account exists on iCloud server , you know the Apple ID and its password it doesn't matter , the trusted number has to be updated on the iCloud server so that a code could be sent .

Note : you have not mentioned that trusted device are lost or not in working condition .
