iphone still says disabled connect to itunes

My younger sister forgot the password to her iphone and can't get in. I connected it to the computer and got on the recovery screen and everything, but when the phone turned on it was still on the lock screen and it still says, "iPhone is disabled connect to iTunes". Please help

If it is still disabled, the phone did not finnish one or more of the steps.

Make sure you follow the steps in this article:

If you forgot the passcode on your iPhone, or your iPhone is disabled - Apple Support

If you still can't get it to work you can call apple for guidance:

Contact Apple for support and service - Apple Support

If you have a backup you can restore it from that

Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

Good luck!
