Can't get both AirPods connected

I reset my airpods i did everything but i cant get both of them to connect it’s always one

How can I get my AirPods to both connect at the same time? When I take one bud out it connects but the other doesn’t. I put them back and pick up the other one first and it will connect but not the other. I’ve disconnected, forgot device and did a reset. Nothing works. Any help would be appreciated.
