The newest iOS update isn’t showing up in the software update page

I’m trying to download the IOS 14 update for iPad but the newest available version in the software download page in settings is 12.4.8. How can I get the new IOS?

You can't. An unit running 12.4.8 isn't capable of 13 or above.
