Accepts email and password login, then loads a “watch anywhere, anytime!” Splash screen with the only option on screen to “sign out”. Netflix told me to contact Apple. I’ve restarted, reset, and updated.

Yup, tried all of that. Restarted, reset, and updated the system. Same issue every time.
Try unplugging the Apple TV from it's power source for a few minutes and then retest. If it still does not work, try upgrading TV OS to ensure you have the most up-to-date version. If that fails then you can reset the device to it's factory settings per Reset or restore your Apple TV to its factory settings
