iPhone uploading LOTS of data for no reason, and it can't be stopped.

My iPhone 11 Pro Max (OS 14.0.1) started uploading over 100 MB every hour about a month ago. After exceeding my cellular data plan, I activated "low data mode" and disabled background app refreshes to no avail. The only active app in the Cellular list is "System Services / Documents & Sync". There is no way to stop it other than activating "Airplane Mode". I logged out of iCloud and reset the phone, but it continues to upload Gigabytes of data while on WiFi. What data is being sent, and to where is it going???

You've tried some great troubleshooting steps so far. We would also suggest checking out the Get help section of Check the cellular data usage on your iPhone and iPad to see if those situations apply.

The excessive cellular use resolved immediately after installing the most recent software update that was released 10-22-2020 (18A8395). However, the iPhone continues to exchange large volumes of unsolicited data on WiFi, as measured by my home router. None of the iPhone resources suggested above reveal an app or process that is responsible. Apparently it is an iOS Sync process? Could it be some sort of spy ware???
