If you are going to do this frequently, it is probably best to get a special purpose software like Video Scribe.
If you just want to do such a video occasionally, you can certainly do it with Motion, Final Cut Pro or both.
AND... you may also want to try using another program that may actually be easier to use for this purpose: Keynote.
I would probably use a combination of the above, depending on the desired result. Prepare the material using Keynote, export to Quicktime and add voiceover and finish editing in FCP, perhaps using one or two tailored effects and generators made in Motion.
I don't own AfterEffects; for the record, it is not an Apple program, it is from Adobe.
