if I buy iPhone 12 and choose Special Offer of Verizon carrier with $30 discount and Pay in full - can I change carrier after 1 month if needed?
Sure, but that doesn't mean you magically get out of the 2 year contract with Verizon. You will have to keep paying them or pay an astronomical early termination fee.
