Unable to remove the other user's Apple ID.
The previous owner isn't with me and does not remember their password. How can I reset the iPhone and erase their information?

Have them try to recover their password. For the Apple ID password, enter the Apple (iCloud) ID and click Forgot Password.
If the previous owner whose ID is on the device won't/can't remove the device from their account, the device is worthless. Apple won't unlock it for you.
