My iphone says iPhone locked to owner and it says to enter my apple id and password but I do not remember those things so I was wondering if there was a way to remove it because I had made a new apple id on my old phone.

Check your web browser autofill entries, the Keychain, and other records, or use Apple's iForgot service, or contact their Account Security team, or if you're the unit's original owner, submit an unlock request as described in the Related Article above.
