How do I disable Split Screen View in iOS Safari on the iPad

One of the major irritations in my life these days is the Split Screen view. It appear when I don't want it to show, particularly when I click on a link in an email it wants to open a little window rather than just taking me to a tab in Safari. I am constantly dragging one of this windows to close, etc. I read the text in the Help section here https://support.apple.com/en-us/HT207522 but I want it gone, never to reappear on my iPad. I hate it. How can I permanently disable this function. Most likely some person is going to tell me. "too bad, this is a new feature that you will have to live with...." why does Apple do this

Try Settings > Home Screen & Dock > Multitasking > Allow Multiple Apps = “off”.
