how do i know if my iPad is an iOS 10?? Or what is that?

iOS 10 would be the operating system. To see what iOS your iPad is using, go to Settings>General>About>Version. To find out what model your iPad is, so you can see what iOS it will support, go to Settings>General>About>Model Name, Model Number.

Are you sure that it says it will only support iOS 10, or is it that it requires iOS 10 and above? Not knowing the app, I would suggest that you contact the app developer if you want some reassurance before you install it. If not, then you could install it and try it and if it will not work, then you can delete it. Any app that makes a reference like that could be a 32-bit app, however those should no longer be in the app store since Apple moved to 64-bit apps.
