iPad Air parallax / icons / rotation bug

Good day to everyone! I’ve got some troubles with the iPad Air 1st gen. It is a rather complicated thing. When it was on iOS 10.3.3, I mentioned some strange effect with the icons and wallpapers on the home screen. Icons are moving (almost counterclockwise), wallpaper with parallax effect goes mad and also moves itself, but much more than it should move. This thing disturbs the screen rotation. As I understand, the iPad thinks that it moves (endlessly), that is why it doesn’t allow me to rotate its screen. When I “reduce motion” in Settings, icons and wallpaper stop moving, but I still can’t rotate the screen. I don’t know if it is due to some gyroscope problems, or something else, later I tried to update the iPad, but the bug is still here. Please, anybody, help!
