iOS Files App with files with "Waiting..." status and not synced for months

I just realised that on my iOS Files App I have several files that I scanned using either Files App scanner or a third party app (Scannable in my case) that are not synced to iCloud. They don't appear in iCloud Drive in other devices, like my Macs (Mini and a Macbook Pro). I found some that are in waiting for more than a year. Thanks God I did not have issues on my phone, so I still have them.

All devices used are on latest releases, and I tried several procedures trying to solve it. Restart, log out and log in, but none seemed to work.

Files are small in size, most of them below 1MB, in supported formats, most of them are PDF. Some GIF also.

I've found some topics on this, but none of them with a solutions for the problem.

Does anyone having the same issue? Any suggestions?
