Activation trouble

I just bought a iPhone 11 from the apple store fully unlocked and when I take it to my carrier they say the can’t activate it because it’s locked and when I look threw my settings it says my phone is unlocked

We understand your iPhone is showing that it is currently unlocked in the Settings app, but your carrier is showing that the device is locked to another carrier.
