when uploading to websites, finder notifies me that my icloud storage is "full", but it's not?

this is a VERY specific issue, and its more annoying than it is harmful. when i open finder normally, it says nothing about my storage being full. however, when i go to a web page where i can upload files, it tells me that "iCloud Storage is full." as shown in the helpful graphic below.



HOWEVER, (and this is just hilarious) when i go into system preferences and check my storage level,


um... uhhuh. okay... not even HALF of the storage is in use. what's the truth???


again, more annoying than computer-breaking, so don't feel TOO pressed if you can't crack this riddle. i certainly cant!

so for some funny reason when i restarted my computer today, this notification went away! so i guess it was just a visual bug :) however i am curious how i would "disable all the Sys {refs>iCloud checkboxes", since these words mean nothing to me.
