Apple Watch will not connect to my iPhone

I have an apple watch series 3 that is not paired to my iPhone. I have the watch on the charger and am trying to pair up the device. The step I am getting lost at is the WatchOS update. My watch continues to reboot and will not connect with my iPhone. My iPhone 7 is getting stuck at the update page on "estimated time remaining". I believe this is because it cannot pair up with the watch before rebooting. Nonetheless, this is a very frustrating process and I am wondering if anyone else has some insight on how to fix this.
