Unable to download apps

My device keeps saying I don’t have storage to download apps. This phone is only using 86.3 gb and I have 200 gb in storage. Why is it doing this?

Are you looking at the iPhones physical storage, not iCloud storage? Look at Settings > General > iPhone Storage.
