iPhone 8 won’t upload pics to PC

I have tried multiple ways to go about this and sometimes it will do some pics but then say “error this device is unreachable” or sometimes it’ll say it right away. I have tried both USB ports, and 4 different cords but it happens each time. My iPhone storage is now full and I can’t do anything until I free up space, and my photos are taking up the most room.
