I bought a new iPhone today and They told me I could transfer all my stuff from my old phone to my new phone using WiFi and it’s popped up a few times but I never can actually get it to set up. I’ve turned off both phones a couple of times and it just won’t work.

Just use iTunes then as suggested. There shouldn't be any problem.
No I don’t have an iCloud because my moms stuff would backup on my phone too. I’ve gone probably 7 years without and they use to transfer my phones in store but not anymore.
Quick start is not working. Hasn’t been working. I’ve tried it twice and it acts like it’s going to but then doesn’t
