In what way does your old iPhone not work? If it cannot power on you would likely need to set up the new iPhone from a backup rather than from the device itself.

I am assuming one of these choices would be the options you have avaliable. Hopefully, you have a recent backup. If not, you may be able to use the SIM card from your old iPhone to at least transfer some information but that would not include any app data.
