I deleted all my notes from the notes app and from the recently deleted file too. Can I restore them?

The notes were also deleted form the Recently Deleted folder so they are gone permanently.
The only thing that come in handy is a computer backup of your iPhone which had to created prior to the notes being deleted. You can restore your iPhone from that computer backup file. If you do not have a computer backup of your iPhone then your notes are truly gone.

Okay thank you. It’s no biggie but I had some important stuff in there but just did a iCloud backup to transfer everything from my old phone to my new one.
