Chrome age restrictions

One parent is questioning why Chrome app is only for 17years old + as we find that many programs/internet only works or works better - eg. Scratch online - with chrome. We are BYODD primary school. We have department filters, usernames, passwords, policies etc.

android restrictions on play store app is for 3yo+

Ipad - normal size and latest iOS.

any suggestions would be appreciated.
