Been seeing this a lot lately, no idea what it means!

This is a feature of the Apple Continuity service - that is intended to allow you to start a task on one device (such as your iPhone) and continue with the same task on a different device (like you iPad). Tapping the icon instantly picks-up the task from the other device.


The badge overlaid the icon indicates the device and the App. In you illustrated instance, tapping the icon will immediately open the Safari tab that is running on your other device.
