Does the iPhone 7 require cellular data to be on in order to text a photo?

I just got a iPhone 7 but it won’t let me send a picture via text unless my cellular data is on. It won’t work with just WiFi. Is this by design?

If you are sending to a non Apple device, yes, you would need cellular data enabled.

Yes, it is the same with all smartphones. Simple text messages can be sent without cellular data. Any multimedia content being sent/received will require cellular data (or Wifi data to/from Apple devices).
