Video Highlight / Point out during replay

I coach sports and prepare film for teams. I video w/HD camcorder and then edit and output to MP4 or MOV file... transfer to IPhone or IPAD. I have HDMI adapter output that I use to share when viewing film with the team and would like to highlight things as they happen (or about to happen). Apple TV now is the only way it seems I can view my MP4/MOV files and it has not such feature. Are there any other apps that support this?

I used to be able to put MOV files in one of my picture folders and then import into hudl/technique for this purpose... but I'm not longer able to put these videos there for hudl/technique to find. Also, on my PC, I use Quicktime to do frame-by-frame view of video... another thing Apple TV app doesn't support.

I want to drop an MP4/MOV file on my iphone/ipad and open in an app that allows frame-by-frame view.
