You have an iPhone that is has a Carrier Lock on it. Carrier Locks are managed by carriers (Cell / Mobile Service Provider) and not by Apple. You will need to figure out who the last carrier was for your iPhone when the iPhone worked. That is the carrier to which your iPhone is locked to. Call that carrier and discuss procedures on how to Carrier Unlock your iPhone.
