As you have discovered, you iPhone is locked to another carrier. The current SIM that you have attempted to install will therefore not work on your iPhone. Do you know which carrier worked on that iPhone previously? Contact that carrier. iPhones can only be unlocked by the carrier that the phone is locked to. Contact them and ask them about unlocking your iPhone.
