my previous owned ipad needs activation lock. I gave this device to my mum and she forgot the icloud username and password and apple ID as well. I still have the ipad case with serial number. I need your support to regain this data in order to reactivate the device.

It's not possible to retrieve the password through Apple; they can only reset it.

First, see if the can get back into the Apple ID it's locked to. If she can't, someone from your workplace would need to supply Apple with the iPad's original purchase receipt.
