I would restart the mac, to do this follow the steps below:
Choose Apple menu > Restart. Press and hold the power button until you see options, then click Restart or press R (or use the Touch Bar). If the pointer freezes on the screen or your Mac becomes unresponsive, press and hold Control-Command while you press the power button to force a restart.

If need be, use Force Quit:
What device/model?
What OS version?
What app?
On a Mac, Command + Q quits an app. “Closing it” is not the same as quitting an app. Closing it means you are closing an active open window, but the app will keep running in the background. So, you need to have the app open (meaning you have an active window of that app open) when you want to use Command + Q keys.

Informing how to how to access Force Quit... manually(being a stuck app). And "If need be" as the last circumstance.

If you want to close a certain app do these three keys simultaneously:
Command+Option+Escape OR cmd+opt+esc
then select an app you want to close from the window that pops up
That is what is called a "force quit" and it should only be used when an app is not responding. As posted, pressing the Command + Q keys is the standard/regular way to quit an app.
I have tried all these methods. I have not even opened the app and when I try to delete it it says cannot delete because app is open. I cannot find anyway to close it
