App icons keep rearranging themselves on their own

So after updating my iPhone to iOS 14 I noticed that all my app icons had moved, so I put them back to the locations they had been in before the update. This has worked fine for all the icons except the bottom four that stay on each page.... ex phone, mail, safari etc. each time I fix them they will move back to the order it was after the update. This has happened about 20 times already and it is getting to be very annoying. Any fixes that I can do?
