Does the iPhone 12 Pro require an unlimited data plan. While I was trying to pre-order a pop up stated that "if an unlimited data plan is required ..." I would have until a certain time to update to unlimited.

No. None of the iPhones require anyone to have an unlimited data plan. I am assuming that the pop up you are referring to is probably generated by your carrier's app on your iPhone.

In addition to what Axel provided, I would guess the reason you saw that message is it's likely your current plan with your carrier does NOT include 5G service. You should check with your cellular provider to find out what you'll need to have in terms of a plan to take advantage of the new 5G capabilities of iPhone 12.
