Safari keeps asking me to fill in captcha over and over

When I recently tried to google something, the captcha showed up ("identify the all the fire hydrants..." ) and said something about "suspicious traffic" from the ip address. The problem was that every time I verified the captcha another one popped up. I was effectively locked out of safari and am now using google chrome - what is causing this on my phone? It's a brand new iphone 11 just purchased from the apple store a week ago.
