How can I just turn off the SILENCE mode?

How can I just turn off the SILENCE mode? Theres just 2 options: silence always or silence while Iphone is locked. I don't want either one!

If you turn off Do Not Disturb, neither of those options do anything. They only have an effect when DND is turned on.

If Do Not Disturb is not turned on, neither of those options is relevant.

A little weird though, in the end I cannot have a DND scheduled without having my phone silent either always or when locked.
