I've been trying to set up my new ipad air 4 since it arrived and it's been stuck on "It may take a few minutes to set up your Apple ID..." for a few hours. I've tried restarting as I've seen a few other posts suggest that, but it hasn't helped.

I had the same problem during set up. Try this: When you get to the login screen for Apple ID, press the "forgot password" option, then choose the option to log in later.
This worked for me, hopefully it works for you as well!
Hmm. Maybe it's a bug with the operating system? Since PadOs 14 was released not long ago. Maybe contact Apple Support?
