This is what I got from the HP community support when I posted my problem:
The solution is to download (and install) this package which will update drivers AND THE CERTIFICATE:
It is NOT the same as the driver package, Easy Start, or Easy Admin other people are recommending.
If the link comes up blank, try right clicking and saving it. If you install this package and still have trouble, try uninstalling your printer and reinstalling by going through Apple Logo (Upper Left of Screen)/System Preferences/Printers & Scanners.
Easy Admin did nothing. Easy Startup did nothing. 5.1 drivers did nothing. This worked for me!

Like the others on this thread I began with the warning "ProductImprovementStudy.hptask" will damage your computer. I'm running Mojave 10.15.7 and installed the HP printer drivers for an office jet 9015. I first used the ftp link posted above by John Galt. This worked removing the warning for the "ProductImprovementStudy.hptask but immediately followed by the HPDMDeviceMonitoring.framework warning. I then went to the HP Support site... searched for the HP Uninstaller app (this is available on the App Store). Uninstalled the drivers using the app. Still on the HP website, downloaded the latest drivers install for my printer and installed and I'm free from these warnings. I would say it might be easier to go straight to the uninstall and download the latest driver but I'm not on the HP QA useless team to solve their problems.
My Steps to resolve the warning “ProductImprovementStudy.hptask” will damage your computer.

New problem, Warning “HPDMdevicemonitoring.framework” will damage your computer.
So Far So Good... problem resolved. The process may be quicker by just uninstalling the HP product directly but I didn't try that so you'll have to make that call for yourself. The process above worked for me. Good Luck everyone

You see where it ways "show in Finder"? Just go there and delete the file. I had the same problem with an HP printer file. I had to delete it and, then, when I tried to print, I had to re-download the file. No big deal.
I guess my bigger concern is why all of this is happening. Kind of worrisome.

As with most things the reason is incompetence. HP mistakenly revoked the security certificate for their device drivers.
HP may have fixed it by now. Check Software Update: How to update the software on your Mac - Apple Support.
Apparently, HP’s developer certificate expired. Someone else noted that an update is in the works.
If it isn’t related to an HP printer, it could be Adware. Etrecheck can identify and remove Adware.
I have found a work around to be able to print. I am on a MacBookPro, less than a year old. I used a backup of my old MacBookPro, so many of the old HP printer files came across to the new laptop. I removed all HP printers, scanners and faxes. Then went to HP and downloaded the new HP Smart app. Once the app as installed, the current HP OfficeJet installed and I was able to print again. I still have the pop up problem; however, I just leave the current pop up alone, move it to the a side of my screen or another desktop and go about my business.

The HP support group has a fix that I installed and it worked well with no poo ups coming back.
I have this question to apple chat is having me remove file should I or how should one proceed. For now I just have the popup tucked in the bottom corner of my desk top and going on with business as usual. However, I am having trouble with my printer, won't connect to wifi.

I still have this issue since Friday. I have uninstalled HP drivers but getting this insanely annoying popups and cant print which is a real problem. If anyone has an alternative solution, I'd appreciate it.

Did you follow all the recommendations in this Discussion?
Merely removing the printer from Printers & Scanners is an insufficient remedy.
I followed advice to use the download recommended and it downloads to 40 or 41 mb and then stoops and says unknown error. is there another solution?
my printer is running fine.

will it hurt to just tuck pop up in corner of desk top and wait until hp fixes this problem?

Given HP's apparent inability to support their own products this Discussion is most likely outdated already.
