Because that is the way it is designed.
Make a Recommendation:
Do your part. Recommend this option to Apple. Apple will not get back to you directly, but the more information they receive on this, the more they will know what their customers desire to have included in updates and devices to come.

- Select: "Design" for "Feature Request"
- Proceed from there as necessary
