Apple Maps using 50+ GB of storage

My iPhone XS is getting old and is having a lot of issues so I decided that I need a new phone, when trying to figure out how much space I’d need I discovered that Apple Maps is taking up 59.11 GB of storage. I’ve tried to offload it, and deleting it and reinstalling but neither has made a difference, and I need Maps on my phone as I use it quite a bit. Any known solution?
