Removing a root certificate

Several years ago I used the “Surf Easy” VPN app and service. This app put a root certificate on my devices and has been transferred to my new devices even though I have not downloaded the app or used the service again. So the certificate is in my iCloud backup.

Recently to remove it from my iPad I had to restore it and set it up as a new device.

I worked with the company Surf Easy for more than a month through their support department and while they tried several things nothing removed the certificate.

With a new iPhone coming soon I do not want to transfer the root certificate again to another new device. If I set the new iPhone up as new I will not only loose all my app settings but I will loose all my heath and activity settings, including all my Apple Watch data saved since the Apple Watch first came out.

is there a way to get this certificate off my iPhone and/or out of my backup?
