I have both new iPad 10.2 iPad and the apple pen 2 are they compatible?

No - not compatible.
The second generation Apple Pencil can only be used with the 2018/2020 models of iPad Pro - and the new 2020 (fourth generation) iPad Air.
All other models of iPad that support Apple Pencil require a first generation Apple Pencil.
