Can I use last iTunes backup from my laptop to transfer info to new iPhone, as can't use iTunes to do it

Here's what happened:

1) My Dell laptop motherboard imploded. This was the laptop I used to backup my iPhone SE original to iTunes. Did not use iCloud due to clients' requests. Bought new HP laptop, Geek Squad transferred everything over. The Dell laptop is inoperable.

2) During the first backup of my iPhone SE original to my new HP laptop, the iPhone died and ended up with the black screen of doom and phone/restore. I'm told that means everything on the iPhone is lost. The backup was not successful.

3) Bought a new iPhone SE 2020. Since my new HP laptop never had a successful backup of the old iPhone, when I open iTunes using the new laptop, there is no backup on iTunes to put on the new iPhone SE 2020.

4) On my new HP laptop, there is:

Desktop>Owner>AppData>Roaming>AppleComputer>Mobile Sync>Backup>and a long string of letters and numbers. I think this is the last backup that was done using my old Dell laptop, and it was transferred over to my new HP laptop.

QUESTION

How can I transfer that last backup of my now dead old iPhone SE onto my new alive iPhone SE 2020 without using iTunes? The things I desperately need are: Contacts, Notes, Text Messages.

Please help!!! This is 5+ years of personal and business information. Thanks for any and all suggestions.

iPhone SE, iOS 13

You don't explain why you can't use itunes on the new PC, which is the natural way to try and utilise the backup. Manually it would be impossible..

Contacts may be still on your email account and should be available as soon as you connect to your email account on phone and maybe on PC. Notes may also be a linked to email.

It is unfortunate to have both the phone and the backup machine die at the same time.

IF the old phone still powered up, when you set up the new phone with the same Apple ID as your existing iphone, and have the existing one powered up next to it on the table, it will offer to transfer all your data across using near field technology.
