Apple ID locked, How can I reset it?

I bought my son a phone and set it up with an apple ID. His father took it upon his self to change it and now I'm completely locked out. Is this against the law? How can I reset it, he has it locked where I can't reset.

No. It's not against the law. You cannot reset it. That can only be done by the people who know the Apple ID and password.
