Recently, when I try to unlock phone using rest finger on touch id, it doesn't work, and I have to press the home button. I have tried restarting and even removed my fingerprints and installed again. I have an iphone SE 2020 version.

go to Settings > Accessibility > Home Button and turn on Rest Finger to Open.
You may need to open with side button first.

It only works if the iPhone is not in sleep mode.
If the locked screen is lighted, you can touch the Home button without pressing it to open.

Try Troubleshooting the Power:
Start Here: If your iPhone, iPad, or iPod touch won't charge - Apple Support. Make sure there is power to the socket.
Getting a New Cable for Charging:
Also, consider getting a new cable for charging your iPhone. It doesn't have to be of Apple brand, though I find it being a bit more trustworthy going brand-for-brand, being such an expensive device.

OP do not have battery issue.
This was already turned on. This will work if I press the side button first. But I can't just open it by resting finger on touch id.
Do you have Raise to Wake on your iPhone SE 2020?
Settings > Display & Brightness > Raise to Wake: ON?
