How to take update of app into the another Apple id

I have a special option handwriting recognition in notability in **********@gmail.com

but I want to have it in ******@mail.ru instead.

can you change it?

You can not. Any app purchased via the App Store is forever tied to the initial Apple ID used to purchase it.
