My iPhone XR isn’t asking for Face ID or passcode when I unlock the phone even though they are set as directed.

It sounds like you want to make sure Face ID is being used every time you turn on the device. As this is a critical security feature, let's help make sure it's working as expected. To start, does the device still show 'Swipe up to unlock' when you use Raise to Wake or Tap to Wake?
