My wifi is turned off, and no matter what I do, it will not turn back on.
Bluetooth will not turn on.
I did :
- turned to airplane mode and back on
- Reset network settings
- Ran DFU

I suggest that you have your iPhone inspected at an Apple Store or Authorized Service provider (make an appointment in advance). After checking it out, they'll give you all the available options.
