Why do other people's named AirPods show up in my find my device list? If I paired my phone with someone else's AirPods would their AirPods show up on my list of devices?

If you use the same Apple ID, that is expected.
Yes, if you pair AirPods to your device they will show in the Bluetooth device list until you forget them.
